Financing Party Activity

Because they have retained a caucus-cadre structure, American parties have been financed very differently from European mass-membership parties. However, discussions of party financing are necessarily somewhat speculative because, until the campaign finance reforms of the 1970s, data on party and campaign expenditures were sparse. Since laws on the reporting of expenditures were easily evaded, there was considerable disparity between the official data and estimates of actual expenditures calculated by experts. For example, total reported campaign spending in 1960 was $28 million, while it was estimated that about $175 million was actually spent that year. This means that there is no reliable base for statistical analyses of trends in expenditures before 1972. However, it is possible to give a fairly general account of party funding in these earlier years.

미국 정당들은 간부회의 핵심당원(caucus-cadre) 구조를 유지해왔기 때문에 유럽의 대중 멤버십 정당과는 매우 다르게 자금을 지원받았다. 하지만 정당 자금지원에 대한 논의는 필연적으로 어느 정도 모험적일 수밖에 없다. 왜냐하면 1970년대 선거운동 자금 개혁안이 마련될 때까지는 정당과 선거운동 지출에 관한 데이터가 부족했기 때문이다. 지출보고에 관한 법의 경우 쉽게 법망을 빠져나갈 수 있기 때문에 공식적인 데이터와 전문가에 의해 산출된 실제 지출액수 간에는 상당한 차이가 있었다. 예를 들면, 1960년 보고된 선거운동자금 총지출은 $280,000,000이었으나 그해 실제로 지출된 금액은 $1,750,000,000에 달했다. 이것은 1972년 이전의 지출 추세 통계분석에 대해서는 신뢰할만한 근거가 없다는 것을 의미한다. 다만, 그 당시 정당 자금에 대해서 꽤 일반적인 설명을 제공하는 것이 가능하다.
