Women from China, Indonesia, Malaysia, and the Philippines are recruited from their home countries for legitimate work, often paying large sums of money in recruitment fees, and upon arrival are forced into prostitution.
Women from China, Thailand, Malaysia, and other East Asian countries are recruited deceptively in their home countries or while visiting Fiji, sometimes by Chinese criminal organizations. These women reportedly are exploited in illegal brothels (massage parlors and spas), local hotels, private homes, small and informal farms and factories, and other rural and urban locations
The Marshall Islands do not otherwise have brothels. The Chinese prostitutes make their own business arrangements with the foreign seamen.
"Only the high-ranking seamen such as captains can afford to go to these Chinese prostitutes," Chen said. "Ordinary seamen's earnings are too low for them to go to these women."
Seamen from Japan, South Korea and Taiwan are the most frequent visitors to the Chinese prostitutes, Chen said.
CNMI is a destination and transit location for men, women, and children subjected to forced labor and sex trafficking. In February 2014, the U.S. District Court for the CNMI accepted the guilty plea of a woman for child sex trafficking and, in a separate case, sentenced a defendant for the sex trafficking of a Chinese woman at a karaoke club to 235 months in prison and ordered almost $10,000 in restitution to the victim.
Chinese Woman Sentenced for Role in Saipan Sex Trafficking Ring
On Oct. 19, 2007, a federal jury found Sun guilty of her role in luring a young woman from the PRC to the Northern Mariana Islands' capital city of Saipan by promising the woman a job as a waitress in a karaoke club managed by Sun.
The indictment charges the three with allegations filed in a compliant earlier this week, including that, from 1996 through 1998, the three collaborated with recruiters in China for Chinese women to travel to Saipan by offering them the opportunity to earn money as waitresses in a restaurant they owned. All of the women were required to pay the recruiters and the defendants a sum of money that would cover their travel and visa expenses.
The complaint also alleged that when the women arrived in Saipan, they were taken to an apartment located above the restaurant. Instead of waitressing, the women learned they would be "bargirls" in the defendants karaoke bar, where they would be forced to have sex with customers.
