Whenever this idiom is used, it is saying to try in every way to do something. Try to visualize this idiom. When you are outside, it is probably common to see stones lying on the ground. Well, if you pretend that those stones are really possible solutions to a serious problem, then you would look at each one, right? You would do everything you could to solve the problem; you would leave no stone unturned, or look at every possible answer.
