안녕하세요. 국내 언론에선 잘 다뤄지지 않은거 같은데 어제 북미 대학 교수 성명서가 발표 되었습니다. 그리고 지금 현재 미주 한인들도 시국 선언을 위해 서명을 받고 있습니다. 생전 인터넷에 글 하나 안 올리다가 미주 한인 시국 선언문 작성에 참여하신 어머니께서 사람들에게 좀 알려 달라고 부탁 하셔서 여기까지 흘러들어 이렇게 글 남깁니다.

현재 저를 포함해서 50 분께서 시국 선언문 작성에 참여해 주셨고요 시국 선언문 작성이 활발히 진행 중 입니다.

참여해 주신 모든 분들께 다시 한번 감사드려요.

 

작성된 선언문을 알리고 많은 분들의 서명을 받기 위해서 구글에 싸이트를 개설하였습니다.

[재미 한인 시국선언문]  - 우리는 국민투표로 재신임을 묻는다 -
  북미에 거주하는 대한민국 국민들은 1987년 군사독재 정권에 저항하여 온 나라를 뜨겁게 달구었던 6월 민주항쟁을 기억하고 있습니다. 역사에 기록된 이 날의 함성은 국민이 만들어낸 소중한 민주주의였습니다. 지난 국민의 정부와 참여정부는 이러한 국민의 피와 땀으로 만든 소중한 민주주의를 잘 가꾸어왔고 그 결과 우리의 민주주의의 뿌리는 조금씩 단단해져 왔습니다. 그러나 우리의 민주주의는 이명박 정부가 들어선지 불과 1년 3개월여만에 국민의 소리를 외면하는 현 정부에 의해 무참히 짓밟힌 채 신음하고 뿌리째 뽑히고 있습니다. 지금 우리가 추구하는 민주사회가 군사독재정권 시절로 뒷걸음질 치고 있는 것입니다. 이러한 사태에 지극히 평범히 살아온 다수의 국민들은 우려의 목소리를 내고 시국선언에 참여하고 있습니다. 이에 미주에 거주하는 한인들도 조국의 어두운 현실에 동참하고자 이 시국선언문을 발표합니다.
 
정부는 시국이 어두울 때마다 동참해 온 국민들에게 배후론을 주장하며 좌경세력으로 몰아 왔습니다. 그러나 우리는 고 노무현 전대통령의 서거로 깨닫게 된 조국의 현실에 분노하고 깊은 우려의 목소리를 드러내는 평범한 시민들입니다. 대한민국의 민주화가 이루어지고 언론의 자유가 이루어진 것으로 알고 살아온 우리들은 오늘의 사태를 접하면서, 현 정부가 국민의 화합을 위한 정부가 아니라 소수 기득권층과 자신들만의 이익을 위한 정부가 아닌가 의심을 할 수 밖에 없게 되었습니다. 이명박 정부는 국민들을 무조건 탄압하고 저지할 것이 아니라, 왜 이런 사태가 발생하고 있는지 철저하게 반성하고 국민들의 우려에 대해 대책을 마련해야 할 것입니다.
 
지금 국민들의 의식 수준은 20-30년 전과는 다릅니다. 국민들의 눈과 귀를 미디어법 개정으로도 막을 수 없고 공권력을 투입해서도 막을 수 없습니다. 또한, 이명박 정부가 직시해야 할 점은 이러한 목소리가 일부 소수 계층의 목소리가 아니라 여러 계층과 세대의 목소리라는 것입니다. 고 노무현 전대통령의 서거에 자발적으로 모인 대규모의 추모 행렬을 보고 일말의 생각있는 정부라면 현 사태를 이성적으로 바라보고 해결하려고 하는 의지를 보여야 할 것입니다.   
우리 미주 한인들은 국민과의 소통을 거부하고 민주공화국의 국민으로서 당연히 누려야 할 자유와 권리들을 공권력을 동원해 철저히 묵살하고 있는 이명박 정권을 과거 군사독재정권과 다름없는 '민주주의를 가장한 독재'로 정의합니다. 그리하여 더 이상 우리의 조국에서 벌어지는 이 유감스러운 사태를 방관할 수 없다는데 의지와 목소리들을 하나로 모아 우리들은 대한민국 민주주의의 후퇴를 가져온 이명박 정부에 대하여 다음의 사항을 강력히 요구하는 바입니다.    

노무현 전 대통령에 대한 검찰수사의 공정성에 대한 특검실시를 요구한다. 



용산 참사에 대한 진상 규명 및 책임자 처벌을 요구한다. 


헌법에 명시된 언론, 집회, 결사의 자유를 보장하고, 미디어법 등 각종 악법의 강행처리를 즉시 중단할 것을 요구한다.
 

민주주의를 역행하는 이명박 정권의 행태를 규탄하며 이명박 대통령에 대한 재신임 국민투표를 실시할 것을 요구한다.

   
사랑하는 조국을 한걸음 뒤에서 바라보다가 안타까운 마음에 시국선언에까지 참여하는 미주 한인들의 목소리에 귀기울여 주시길 간절히 바랍니다.

한국의 민주주의 후퇴를 염려하는 북미 대학 교수 성명서

우리는 한국과 한국의 민주주의에 대해 늘 깊은 관심을 가지고 있는 학자로서 한국에서 벌어지는 최근의 상황에 대해 심각한 우려를 표명하지 않을 수 없습니다. 한국의 민주주의는 많은 사람들의 희생과 노력으로 만들어진 한국인의 자랑스러운 자산입니다. 지난 반세기 동안 어려운 과정을 거치면서도 전세계가 지켜보는 가운데 의미있는 발전을 해 왔습니다. 그러나 이런 한국의 민주주의가 현 정부가 들어선 이래 그 본연의 궤도를 벗어나 오히려 역행하는 사태가 잦아졌습니다.

 

민주주의는 국민이 투표를 통해 자신의 대표자를 선출하도록 할 뿐만 아니라, 다양한 정치적 의사 표현과 집회와 결사의 자유를 보장해야 합니다. 그러나 지난 해 '촛불집회'는 공권력으로 봉쇄되었고, 참가한 일반 시민들에게까지 소환장이 남발되었으며, 온라인상의 활발한 의견 교환에도 제약이 가해지고 있습니다. 최근 서울광장의 원천봉쇄는 민주적 기본권에 대한 억압이 어느 정도 심각한 수준인지를 보여 주는 극명한 예입니다.

 

민주주의는 자유로운 언론을 통해 자정 능력을 갖게 됩니다. 그러나 현 정부에 비판적인 언론인들이 검찰 조사를 받고, 주요 방송사 경영진이 친 정부 인사로 교체된 후 일선 기자의 자율권이 침해 당하고 있습니다. 이는 민주주의의 근간인 언론의 자유와 독립성에 대한 중대한 훼손입니다.

 

대한민국 헌법은 행정부, 입법부, 사법부가 상호 견제하고 균형을 취하도록 하고 있습니다. 그러나 현 정부 출범 이후 이러한 견제와 균형의 원칙이 지켜지지 못하고 있습니다. 특히 검찰, 경찰, 국세청과 같이 정치 중립적이어야 할 국가 기관이 과도한 공권력을 자의적으로 행사함으로써 스스로 민주주의의 정당성과 공정성을 약화시키고 있습니다.

 

우리는 본 성명서를 통해 한국의 민주주의가 뒷걸음질치는 오늘의 현실에 깊은 우려를 표명합니다. 철거민이 진압과정에서 참사하고, 특수고용직 노동자가 목숨을 끊으며, 전직 대통령마저 삶을 충격적으로 마감하는 가슴 아픈 일들이 벌어지고 있습니다. 이는 분명 민주주의의 퇴행이 가져오는 비극적 결과이며 민주주의의 위기를 나타내는 사건들입니다.

 

민주적으로 선출된 정부는 국민을 비난할 수 없습니다. 정부의 권력은 국민으로부터 나오기 때문입니다. 우리는 현 정부가 지금 일어나고 있는 민주주의의 후퇴에 대해 책임을 통감하고 국민의 주권과 민주적 권리를 존중하는 정부로 방향을 전환할 것을 강력히 촉구합니다. 한국의 긍지인 민주주의는 다시 자기 본연의 방향과 궤도를 찾아 나아가야 합니다.
