Kathmandu: Once the destination of trekkers and pilgrims, the Himalayan Shangri-la of Nepal is now becoming a hub of foreign sex workers with a bustling network of international procurers and clients.
Nepal`s police began the first crackdown on international sex trade Wednesday when a nocturnal raid in one of the best locatoins of the capital netted them six Chinese sex workers, who were caught red-handed with six Nepali customers.
Superintendent Nabaraj Silwal said police became aware of the network about two months ago when they put under surveillance a three-storey mansion in Thamel, Kathmandu`s tourist hub.
The house is located behind a former Rana palace that now is the Education Ministry, and is close to the former royal palace, which is now a national museum.
It was rented by a Chinese couple about two months ago. The nine-bedroom mansion had been converted into a bordello with six sex workers flown in from China.
During the raid, police came across a large TV screen, CDs of blue films, Chinese-made spirits and condoms.
While the man who was running the network was arrested along with the women and their clients, his wife managed to escape.
Silwal said investigations are on into other tipoffs received by police.
"We have learnt that there are similar bordellos with foreign sex workers, like Palestinians, Africans and Indians," he told.
"Most of them fly in from New Delhi, stay for a week and then leave.
"The bookings are done in advance and the customers are well-heeled people."
The Naya Patrika daily, which broke the news Thursday and carried a photograph of the women being taken to hospital for health examinations, said the Chinese bordello was charging NRS 25,000 for a one-night stand and more if the women were asked to step out with customers.
After New Delhi police turned the heat on foreign prostitutes operating in the Indian capital where they used to fly in on tourist visas, the network began spreading to Nepal.
Growing connecting flights between the two countries, meant to boost tourism, have also been promoting inter-country sex trade.
Silwal said the racket involved huge sums of money.
People living in the neighbourhood told police that they used to see expensive cars going up to the mansion, driven by Nepalis as well as foreigners.
Indian Home Secretary G.K. Pillai is arriving in Kathmandu Thursday for talks with Nepali officials on controlling cross-border crime and other issues.

JAKARTA (THE JAKARTA POST/ASIA NEWS NETWORK) - Indonesian authorities have arrested 76 female Chinese nationals - some of whom are believed to be sex workers - in a raid against illegal immigrants on New Year's Eve, an official said on Sunday (Jan 1).
"It's a record for us. Many have been arrested and all are women. They were arrested for violating permits," said Yurod Saleh, a director from the Immigration Office at the Law and Human Rights Ministry.
Yurod said some of the women, aged between 18 and 30, were netted while working as singing guides at karaoke parlors in Jakarta.

EIGHT women were each sentenced yesterday to serve two months in jail after they pleaded guilty to the joint charges of loitering for the purpose of prostitution.
The defendants are Chinese national aged between 18 and 32 years old who were on a social visit pass in Brunei.
They were arrested during a raid on July 15 at a hotel room in Kiulap following a public tip-off to the police on an alleged prostitution ring at the hotel.
The court d0cument submitted by prosecuting officer Mohammad Danial DSP Hj Kifrawi stated that during the raid, police found the women loitering at the hotel room for the purpose of prostitution and they also found and seized items used for the purpose of soliciting sex such as condoms and lubricants.

A CHINESE woman was charged in the Magistrate’s Court yesterday, for allegedly engaging in prostitution.
No plea was taken from Yunfeng Zeng, 28, as Senior Magistrate Lailatul Zubaidah binti Hussain allowed time for the police investigations to be completed.

Three Chinese females were taken into custody by the Anti-Vice Squad of the Kollupitiya police last evening for allegedly engaging in prostitution. The women were taken into custody after the police raided an alleged brothel located in Kollupitiya.
The suspects are due to be produced before the Colombo Fort Magistrate’s Court today.
Further investigations by the Anti-Vice Squad of the Kollupitiya police are ongoing.

Police today appealed for information about three teenage Chinese girls who have been missing for two weeks amid fears that people traffickers could be trying to force them into prostitution.

Weng Mei Fang, 15, and Lin Xiu Ming and He Yun Jin, both 16, had been living in temporary accommodation in Newcastle after claiming asylum following their arrival in the UK last month.
They have not been seen since March 30, when they were reported to have left their accommodation at Elswick Lodge, in the west of the city, with a man. Police were said to be investigating whether the girls had been taken to London.
Northumbria police and the National Missing Persons Helpline (NMPH) believe the girls, thought to be from China's south-western Sichuan province, could be with international gangsters involved in the sex trade. Police have asked anyone with information on their whereabouts to contact 0191 214 6555 (extension 62926).

A Chinese woman was yesterday charged with running a brothel from a massage parlour in Balzan, a day after three other Chinese girls were arraigned on similar charges.
Lin Han, 32, from Attard – who stood in the dock dressed in a short blue dress, a red fur jacket and black knee-high boots – pleaded not guilty to the charges while saying that she worked as a nail technician and receptionist at Honey Girl.
The inspector said some €24,000 in suspected earnings from the parlour had been seized at her home.
Ms Han has a pending case before Magistrate Antonio Micallef Trigona on similar charges and told Magistrate Claire Stafrace Zammit she had to sign the bail book at her local police station every day. She was granted bail against a deposit of €2,000 and a personal guarantee €20,000.
On Monday, Liu Renhua, 42, Yu Yali, 43 and Qin Weihong, 42, – all from Attard – were also accused of running the parlour as a brothel but did not request bail and were remanded in custody.

The Foundation Against Trafficking in Women (STV), an independent NGO that helped victims of trafficking, registered 579 victims in 2006, up from 424 in 2005. The top five countries of origin were the Netherlands (157 victims), Nigeria (91), Bulgaria (42), Romania (35), and China (30). Of the 579 victims registered in 2006, 30 were male and 103 were under the age of 18. In the first six months of the year, the STV registered 198 victims, of whom 16 were male. A significant percentage of the 25,000 individuals engaged in prostitution in the country were reportedly trafficking victims.

'Irish Times' advertising to sell sexual services
Young Chinese women working in "massage" parlours which are advertised in the Irish Times were last week offering "hand jobs" for €60.
The establishments, styling themselves "massage centres", have sprung up across Dublin and its suburbs this year.
Gardai said they appear to be centrally organised, as all offer precisely the same services and quote the same prices.
All advertise with mobile phone numbers in the "massage and physical therapy" section of the small ads pages at the back of the Irish Times.
Of the eight operations advertising in a recent edition of the Irish Times, seven offered a "half hour" at exactly the same rate of €60 when contacted by phone. One young woman who answered our call volunteered that "hand job" was on offer for €60. Three others, when asked if more than massage was on offer replied: "Hand job."
Three others, when asked if "extra services" were on offer, replied that the caller should "ask the girl" after attending the parlour.
They all volunteered the locations, which included a residential street in Dun Laoghaire; a suite above a row of shops in south County Dublin; and various apartments in Phibsboro, Crumlin and the Portobello/Camden Street area.
One, operating from a basement apartment in Dun Laoghaire, quoted the same €60 rate for half-an-hour to include massage and "hand job" on last Friday afternoon.
A Chinese woman in her 40s was answering a mobile phone, and at least one young woman in her late teens or early 20s was providing the "services".
The older woman, when asked if more "services" were on offer for more money than the €60 quoted, replied: "Talk to the girl."
She also said the girl would "make you very happy"

The defendants were the police migration department’s deputy commander Nicos Theodorou; Mingxia Hua, a Chinese woman known as ‘Nancy’; and Panayiotis Cosiaris, a pensioner who owned the flats where 46 Chinese immigrants were rounded up from the police during a raid on March 15 last year.
The defendants were facing a number of charges in relation to pimping, maintaining a house of prostitution, exploitation, abuse of power, corruption, indecent assault, bribery, money laundering, among others.
Charges were pressed after the police during a raid in March last year uncovered a prostitution ring thought to date back to 2008.
The prosecution based its case on the testimonies of seven Chinese women, thought to be victims of sexual exploitation, who were under police protection.
Three criminal court judges said that the case failed because two of the prosecution witnesses “came to court determined not to speak the truth and as a result were declared hostile witnesses while three others… took care to retract from their statements to a large extent anything incriminating the accused”.
During the trio’s remand hearings last year, a large number of allegations of sexual and psychological manipulation were made.
The court heard that pimped women were allegedly forced to have sex with the police officer who regularly visited the flats hosting the prostitution ring.
Some women were allegedly illegally admitted to Cyprus by the police officers or allegedly illicitly released from prison.
“You have to have sex with the very powerful policeman,” one woman was allegedly told while ‘Nancy’ told another that “problems can be taken care of”.
Another woman said she was told: “you’ll be a whore if you come to Cyprus”.
However, during the trial the witnesses retracted their testimonies.

Austrian police have arrested seven Chinese and Austrian suspects for forcing at least 150 Chinese women to work as prostitutes in brothels.
Police in Lower Austria have exposed a horrifying case of human trafficking where a Chinese gang lured women to Austria with false promises of jobs and forced them to work as prostitutes.
Detectives have been investigating the Austrian-based Chinese gang since early 2016. Officers say that two of the gang members maintained close contact with a criminal organisation based in China, and that they persuaded women in China to travel to Austria where they said they would be employed in massage parlours or as au pairs.
If the women agreed, they were then asked to pay €10,000 for a visa for Austria. They were rted by a gang member to Vienna airport and shortly after their arrival their passports were taken away and they were forced into prostitution. The police have identified 150 potential victims.
Many of the women were made to work in brothels in Vienna, which are owned by two of the gang members who are based in the Austrian capital, and the mother of one suspect.
Not only were the women's movements controlled by the gang, but they were also threatened with violence if they attempted to leave. Police said the gang also took all the money the women earned. After a few months working in Vienna, police said that some of the terrified women were taken to brothels in Lower Austria, Upper Austria, Styria and Carinthia.
The bust comes a month after Europol reportedly stepped up efforts to combat organized trafficking. An investigation by the inter-European police department found that there is a well-trodden trafficking route from China to Europe, whereby many pimps are targeting Chinese women.

그런데 미국에서 한국여권 분실 사고가 가장 많다는 보도다. 2006~2008년 총 6천765개를 분실해 전 세계인 여권 분실율의 23%로 가장 높다. 그 한편으로는 미국내에서도 위조 한국여권 적발이 보통이 아니다. 지난 2007년부터 급증해 공항에서 월평균 10건씩 적발되는 것으로 집계되고 있다.
여권위조는 사진을 바꾸는 ‘창갈이’ 가 가장 기본이다. 또 타인명의에 자신의 사진을 붙여 발급을 신청하는 방법을 쓴다. 이 외에 출입국 심사 도장 위조도 있다. 가장 흔한 것이 바로 ‘창갈이’다. 사진 위 라미네이트(코팅부분)를 벗겨내고 사진을 교체하는 것이다.

Chinese students take on sex for cash
A study shows a 25 per cent increase in foreign sex workers since prostitution was decriminalised by the Prostitution Reform Act in 2003.
One of the authors, nurse specialist Bronwyn Schofield, said that "probably two-thirds" of the 38 non-resident sex workers she had interviewed over two years after the act were Chinese women.
Many of them were students aged between 18 and 24, who told her they went into the trade for "easy money" or out of desperation to get cash.

13 teenage Chinese prostitutes arrested in an apartment in Ikeja, Lagos
On Emina Crescent, off Toyin Street, Ikeja, 13 teenage Chinese prostitutes have been arrested and detained by the Nigerian Immigration Service following a raid of their base.
The young girls were said to have been brought in for the sake of Politicians, business executives and expatriates to hire for sex at the cost of between $1,000 and $2,500. The dirty business was said to have been run by Sun and Yin Li.
The couple running the business, alongside the other girls are said to be in hiding now as only 13 girls were successfully picked up from the scene.
The arrest was confirmed by the NIS spokesman, Joachim Olumba, who said the girls are in their custody. He also said they are on the trail of the kingpin of the sex ring. And after investigations, they will either deport the girls or hand them over to their embassy here in Nigeria for appropriate action

Residents of the Wassa Akropong community in the Eastern Region have raised concerns over the uninhibited proliferation of Chinese sex workers in the locality.

According to the disgruntled residents, the Chinese sex workers are brought into the country by their male counterparts, who they believe are the pimps running the entire operation.
Wassa Akropong, in the Western Region, is a small town that has seen a great deal of small scale mining activities locally known as galamsey, operations that Chinese nationals have been heavily involved in in recent times.
“They normally charge between GH￠500 and GH￠ 1000 from their clients who are mostly foreigners and indigenous galamsey operators”, said a local resident who chose to remain anonymous.

플러싱 다운타운 근처의 한 중국계 업소는 겉보기에는 이발소지만 업소 뒷편에 5~6개의 밀실과 샤워실을 꾸미고 매춘 영업을 하고 있다. 은밀한 서비스를 원하는 고객들은 1평 남짓한 밀실에서 1:1로 매춘 서비스를 제공받고 있다. 종업원들은 고객이 방에 들어서자 마자 종류별 서비스 가격을 제시한다. 이곳에서 여종업원들은 단순한 마사지에서 유사 성행위 직접적인 매춘 서비스까지 제공한다.
업소에서 일하는 한 여성은 "지난 한달간 단 하루도 쉬지 못하고 손님을 받을 정도로 고객이 많다"며 "중국계 손님이 가장 많고 한인 남성들도 상당수 서비스를 받으러 온다"고 귀띔했다. 이들 업소는 사실상 24시간 영업하는 기존 마사지 팔러나 출장 매춘 서비스와는 달리 오전 10시쯤 문을 열어 밤 12시 정도까지 영업을 하고 있다. 종업원들은 가게로 출퇴근한다. 이들 업소에서 일하는 여성들은 대부분 중국에서 미국에 도착한지 얼마 안된 것으로 알려졌으며 미 입국때 소요되는 수만달러의 비용을 갚기 위해 성매매 업소에서 일하고 있다고 한 업소 관계자는 전했다.

Police in Toronto and surrounding municipalities are struggling to deal with the widespread problem of massage parlours operating out of residential buildings.
More and more illegal massage parlours are setting up shop inside residential condominiums, according to police, and trying to find them and shut them down is difficult.
For the residents who own condos in those buildings, like Horst Kroll, it has brought them face to face with the sex trade.
Kroll, who lives in a condo on Sheppard Avenue East in Toronto, said he sees young women inside his building who he suspects are working in the massage parlours.
"They are usually Chinese. Good looking girls. Very young," he said.
Kroll, 74, bought his condo decades ago. He said he now lives right above a massage parlour, which he believes is a front for a brothel.
"Not too long ago I had somebody knock on my door at 10:30 at night," Kroll said. "I opened the door and the man in front said, 'Where are the girls?' I said, 'You are on the wrong floor.'"

코리아타운에 위치 중국여성 고용해 영업
아르헨티나까지 수출된 성매매업소지만 결국엔 현지인보다 한국 남성들을 노린 것. 하지만 식품점 바로 옆에 위치해 있어 한국 남성들은 각별히 출입에 조심하고 있다고 한다. 이유는 교민사회 규모가 그리 크지 않다보니 대딸방 출입 소문이 한번 돌면 사회적으로 매장당할 위험이 있기 때문.
그러나 코리아타운 인근 업소들이 문을 닫고 한국인들의 왕래가 드문 자정시간 쯤이면 대딸방은 활기를 띤다. 대딸방이지만 이곳에서 일하는 여성들은 모두 한국인이 아닌 중국인. 나이는 22-25세 정도로 총 8명이 일하고 있다고 한다.
대딸방이라고는 하지만 업소안에서 이루어지는 성적 서비스는 한국의 성매매업소와 별다를 바 없다. 샤워룸에서 목욕과 마사지를 30분간 해준 뒤 나머지 30분 동안 유사성행위 서비스를 제공한다는 것. 이렇게 1시간 동안 서비스를 받는 금액은 현지 돈으로 138페소, 한화로 약 36,000원 선이라고 한다.
6만원이면 성매매도 가능 '나라망신' 비난
더욱 충격적인 것은 지난달부터는 아예 성매매까지 불사하고 있다는 것. 유사성행위만 하는 여성 외에 성매매도 가능한 여성들을 고용해 매춘업소를 겸하고 있는 것이다. 화대는 200페소, 한화로 약 6만원 선. 'pancho'는 아르헨티나의 경우 백인여성은 너무 흔해서 오히려 동양여성이 희소성이 높다고 설명해 놓았다. 또한 그는 출장이나 관광을 올 때 연락을 주면 자신이 안내를 해주겠다는 글까지 덧붙여 놓았다.
