아래 글은 미국에 본부가 있는 핵시대평화재단(www.wagingpeace.org, 한국사이트는 wagingpeacekorea.org) David Krieger 회장이 세계인들에게 보내는 긴급 호소문입니다. 핵무기가 가장 많은 미국부터 모범을 보여서 핵무기를 지구에서 단계적으로 없애자는 아이디어를 오바마 취임식 날 10대 과제 중의 하나로 제시하자는 의견에 한국의 많은 네티즌들이 동의해 www.change.org에서 클릭으로 투표에 참여합시다. 그 사이트에서 search ideas칸에 nuclear weapons라고 치면 US Leadership to Abolish Nuclear Weapons Globally(지구적인 핵무기 폐지를 위한 미국의 지도력)이 나옵니다. 현재 1739명이 참가해 26번째 이슈로 되어 있는데 몇천명만 클릭하면 10대 이슈에 들어갈 수 있습니다.

사이트 Change.org는 미국에서 변화를 위한 최상의 10가지 아이디어를 선택하자는 콘테스트를 개최하고 있습니다. 7,500개보다 더 많은 제안과 250,000명 이상의 투표에서 "미국 지도부가 핵무기를 지구적으로 폐지하게 하자"는 우리들의 아이디어는 다른 90개의 아이디어들과 함께 마지막 라운드에 들어섰습니다.  

미국 전역과 세계에 있는 사람들이 1월 5일 오전 8시부터(미 동부 시각) 1월 15일 오후 5시까지(미 동부 시각) 이 마지막 라운드에서 10대 아이디어를  뽑을 투표를 할 것입니다.

  선택된 10대 아이디어는 1월 16일 미국 기자 클럽에서 이벤트와 함께 오바마 행정부와 대중들에게 홍보될 것입니다.

핵무기는 이 행성에서 문명을 파괴하고 지성적인 생명체의 종말을 초래할 수 있습니다.

다음번의 눈멀게하는 섬광 이전에 핵확산, 핵테러 그리고 핵전쟁을 예방하는 단하나의 확실한 방법은 세상에서 핵무기를 제거하는 것입니다.

분리하기;

첫번으로 사용하지 않기(선제적인 핵공격하지 않기). 핵무기를 먼저 사용하지 않는다는 약속을 법적으로 구속력있게 하고 이 약속에 부합하는 핵정책 세우기;  

새로운 핵무기를 만들지 않기. 신뢰할만할 핵탄두 대체같은 새로운 핵무기를 만들기 위한 연구 및 개발에 모라토리움을 시작하기;
핵실험을 영원히 금지하기. 포괄적인 핵실험 금지 조약을 비준하고 실행하기;

핵물질을 통제하기. 모든 무기급 핵물질과  그런 물질을 만들 수 있는 기술을 엄격하고 효과적인 국제적인 통제 아래 둘 수 있는 조항이 있는 증명할 수 있는 핵분열 물질 중단 조약 만들기;

핵무기 회의. 핵무기의 단계적이고, 증명가능하며 돌이킬 수 없는 제거를 위한 핵무기 회의를 개최하기 위해서 핵비확산 조약이 요구한 것처럼 신실한 믿음으로 협상을 시작하기;

평화를 위한 재원. 현재 핵무기에 사용되고 있는 수백억 달러를 세계적인 빈곤 구제, 질병 예방 및 치료, 기아 퇴치 그리고 교육의 기회 확장에 사용되도록 재분배하기.


US Leadership for a Nuclear Weapons-Free World
An Appeal to the Next President of the United States

Nuclear weapons could destroy civilization and end intelligent life on the planet.  

The only sure way to prevent nuclear proliferation, nuclear terrorism and nuclear war – before the next blinding flash – is to rid the world of nuclear weapons.

The era of nuclear weapons must be brought to an end.  This can be done.  It will require leadership and commitment.  Nuclear weapons were created by humans, and it is our responsibility to eliminate them before they eliminate us.  

The United States, as the world’s most militarily powerful nation, must take the initiative in convening and leading the nations of the world to urgently take the following steps:

De-alert.  Remove all nuclear weapons from high-alert status, separating warheads from delivery vehicles;
No First Use.  Make legally binding commitments to No First Use of nuclear weapons and establish nuclear policies consistent with this commitment;
No New Nuclear Weapons. Initiate a moratorium on the research and development of new nuclear weapons, such as the Reliable Replacement Warhead;
Ban Nuclear Testing Forever.  Ratify and bring into force the Comprehensive Test Ban Treaty;
Control Nuclear Material.  Create a verifiable Fissile Material Cut-off Treaty with provisions to bring all weapons-grade nuclear material and the technologies to create such material under strict and effective international control;
Nuclear Weapons Convention.  Commence good faith negotiations, as required by the Non-Proliferation Treaty, to achieve a Nuclear Weapons Convention for the phased, verifiable and irreversible elimination of nuclear weapons;
Resources for Peace.  Reallocate resources from the tens of billions currently spent on nuclear arms to alleviating poverty, preventing and curing disease, eliminating hunger and expanding educational opportunities throughout the world.


URGENT –Make US Leadership to Abolish Nuclear Weapons a Top Ten Idea to Change America

Here’s a chance to really make a difference.

The website Change.org is holding a contest to choose the ten best ideas for change in America.  Out of more than 7,500 proposals and more than 250,000 votes, our idea for “US Leadership to Abolish Nuclear Weapons Globally” has made it to the final round with some 90 other ideas.  People from throughout America and around the world will be voting in the final round to choose the top ten ideas from 8:00 a.m. EST on January 5th until 5:00 p.m. EST on January 15th.  

The top ten ideas selected will be promoted to the Obama administration and to the public, beginning with an event at the National Press Club on January 16th.

We ask you to take three steps now to help make Nuclear Weapons Abolition an idea whose time has come.
