 It may be fair to say that the “rejection campaign” by the Citizens’ Alliance for the General Elections(CAGE) opened a new chapter in Korea’s politics. CAGE, comprised of more than 460 civic groups, launched the campaign on January 12, 2000 in an effort to keep political aspirants deemed unfit to run for the National Assembly from being elected. Surprisingly, the movement was a great success. After more than 90 days of crusading against 86 candidates they branded as corrupt and incompetent, CAGE succeeded in retiring 59. In Seoul and other metropolitan areas alone, the civic group managed to oust 19 out of 20 candidates targeted in their campaign. The civic group’s accomplishment clearly demonstrated the nascent civil power in bringing changes to Korea’s political culture. The reason behind the sudden upsurge of civic movements and the public’s overwhelming support for them is a growing public wish for changes in politics, an arena from which the public has long been alienated.
